MEET OUR BOARD OF DIRECTORS
Ms. Dione Dillard is a senior health care leader with more than 20 years of experience improving health plan performance, leading project management engagements, providing state and federal policy recommendations and implementing program integrity support programs. Most recently, Ms. Dillard manages and provides strategic oversight of large-scale contracts funded by the Centers for Medicare and Medicaid Services (CMS) Consumer Information and Insurance Oversight (CCIIO) to implement provisions of the Patient Protection and Affordable Care Act.
Prior to this engagement, Ms. Dillard was the Director of Operations and member of the leadership team at CareFirst BlueCross BlueShield where she oversaw day-to-day eligibility and enrollment operations to include fiscal management, continuous improvement and administration. Prior to joining CareFirst BlueCross BlueShield, Ms. Dillard was the Director of State Government Services for HMS, Inc., where she implemented and managed multiple program integrity projects for Medicaid agencies to minimize fraud, waste and abuse. While at HMS, Inc. Ms. Dillard led numerous client engagements including the implementation of a Duals-eligible Determination, Outreach and Medicare Enrollment project for the District of Columbia Department of Health Care Finance to identify improper payments. Prior to that, Ms. Dillard served in various leadership positions within managed care organizations and has worked extensively in partnership with corporate leaders, local government officials, community organizations, and other health care professionals. Throughout her career, Ms. Dillard served each role with a sense of commitment, pride, distinction and integrity and received numerous awards and accolades for her achievements within her profession.
Ms. Dillard dedicates most of her spare time serving disadvantaged women, children and the elderly through several public service organizations. Ms. Dillard is a Diamond Life member of Delta Sigma Theta Sorority, Inc.; member of the Prince George's County (MD) Alumnae Chapter of Delta Sigma Theta Sorority, Inc., where she serves on the Executive Board; President-elect of the National Association of Health Services Executives - Washington Metropolitan Area Chapter; member of the National Association of Health Services Executives (NAHSE); member of the American College of Healthcare Executives (ACHE); member of the Healthcare Information and Management Systems Society (HIMSS) - Maryland chapter; member of Maryland Legislative Agenda for Women (MLAW); and a member of several Boards including the Holy Cross Hospital Quality Board where she monitors hospital performance improvement activities, including clinical processes, patient satisfaction survey results and patient environmental safety within the Holy Cross Hospital system.
As an active member in her community, and seeing firsthand the challenges and lack of resources that vulnerable populations are faced with on a daily basis, Ms. Dillard was inspired to establish Destined for Success Community Enrichment Services, Inc., a 501 ( c ) 3 nonprofit family services and enrichment organization that provides research-based programming designed to help foster care youth and at-risk youth in Maryland. As the Founder and President, Ms. Dillard created the A.S.P.I.R.E (Acquire the Skills to Prepare Individuals to Reach their goals and Excel) Youth Program to promote the development of academic, life and employment skills that help foster care youth transition into adulthood. Components of the program address social, emotional and behavioral needs of youth by strengthening protective factors and reducing relevant risk factors through best practices, interventions and linkages with appropriate resources.
Ms. Dillard earned a Master of Science in Management and Health Care Administration (MSHA) from the University of Maryland and a Bachelor of Science (BS) degree in Health Services Management from Norfolk State University. Ms. Dillard is a licensed Producer (Life and Health) in the State of Maryland and a 2015 graduate of Leadership Prince George's (LPG).

Ms. Godlee Davis currently serves as Executive Vice President for DECO Recovery Management, LLC a premier Medical Assistance Eligibility and Revenue Cycle Consulting organization. As the top executive for the company, Ms. Davis guides the corporate vision and growth strategy and oversees all operations including fiscal and administrative departments for all business lines. Ms. Davis is also a managing partner for GreenScreen, LLC, a Revenue Cycle Technology and Consulting company that leverages its proprietary software platform to screen for program eligibility and facilitate the application process for a myriad of public, private, and customized benefit programs.
Ms. Davis has been engaged in social advocacy for over 20 years, 15 of which have been in healthcare with 12 plus years of Medical Assistance Eligibility experience and 15 plus years of experience with Social Security Disability Advocacy. Ms. Davis has participated on several collaboratives with CMS, DHHS, DHR, SSA, and other social advocacy stake holders to evaluate and improve the Eligibility Determination Processes for Medical Assistance. Ms. Davis has also served on transition teams for state government officials assessing and providing feedback and recommendations for state agencies.
Ms. Davis’ formal education was received at The Johns Hopkins University of Baltimore, MD and she holds the distinction of Accredited Disability Representative (ADR), a designation reserved for consummate Disability Advocacy professionals. Ms. Davis has been successful in obtaining Medicaid, Medicare, and Disability benefits for thousands of applicants and has represented clients in several states including MD, DC, VA, DE, PA, GA, IL, IN, LA, RI, SC, and TX to name a few.
Ms. Davis understands, firsthand, the barriers and challenges faced by at risk youth as she was raised in foster care from a very young age and can personally identify with their many obstacles to success. She has committed her life to making a difference and being a positive force in the lives of others. Ms. Davis has played an intricate role in social advocacy for communities across the country and endeavors to improve the quality of life for underprivileged and vulnerable populations.

Ms. Genita McKinney is a Human Resources Manager for PAE, which provides mission support to various agencies of the US government. Ms. McKinney started her career in human resources in 2004 in retail and has spent the last seven years working for government contracting companies.
Ms. McKinney earned her Bachelor of Arts degree in Communications from the University of Louisville and her MBA from Keller Graduate School of Management. She is a member of the Society of Human Resources and currently supports approximately 400 employees.
Ms. McKinney works diligently to support her customers which was rewarded in 2011 when she was awarded with the Patriot Award, which is presented by the Employer Support of the Guard and Reserve, which honors supervisors for the support of employees in the National Guard and Reserve.
Ms. McKinney earned her Bachelor of Arts degree in Communications from the University of Louisville and her MBA from Keller Graduate School of Management. She is a member of the Society of Human Resources and currently supports approximately 400 employees.

A. Dante Bishop
Mr. Bishop is the President of Dew More Baltimore, where he has helped to start and support programs that aim to heal community apathy, while increasing civic engagement and social awareness through advocacy and innovative arts programs – particularly among middle and high-school students, a number of which our at-risk. Dew More Baltimore also facilitates the Baltimore City Youth Poetry Team, and he has seen personally, how these social justice poetry teams have helped struggling and marginalized youth reclaim pride and power though their voice.
Notwithstanding family, Dante Bishop has also served as mentor to two young black male youth over the past decade – Anthony and Shane Mauzey, Clinton, Maryland. In fact, for over a week, Dante shadowed Anthony in a public local middle school so that his suspension would be lifted. Helping with life-skills, homework/tutoring, and college prep, Mr. Bishop understands the importance of at-risk youth being supported with guidance, training, and mentorship.
Additionally, as of January 2018, Mr. Bishop will join the ranks of the highly respected: Mentoring to Manhood (M2M) program, facilitated throughCommunity Youth Advance, based in Prince George’s County. M2M provides weekly tutoring, group mentoring activities and family support to more than 150 middle and high school-aged boys. M2M is one of the largest mentoring programs successfully responding to the needs of young boys in Prince George’s County.
Dante Bishop is a rising community leader who received his training from Morgan State University, earning his B.A. in Philosophy and Pre-law. He is an aspiring public servant who believes the number one indicator of a healthy city is the number of people engaged. He is very excited to join Destined for Success Community Enrichment Services as one of the newest members of the Board of Directors.
